Was making noise above the clutch pedal.. unbolted the panels and it fell out...

Based on the small size, looks like a part of a sensor/switch that tells if the clutch pedal is pushed down or not.  Sorta like the switch for the brake lights. I think my 95 Passat GLX had a switch to the clutch too.

Good thinking. Brandon does the car have cruise control?? If so you should go set the cruise, then press in the clutch and see if it disengages the cruise.

If  the cruise is even working!  It's a luxury to have working cruise on a mk3 lol.  I think it's the spring return for the clutch too but I can check in my bently later.

Yea the cruise control is not working ATM. That would be awesome if this would fix it. I was just thinking how the trip to Vegas would suck without cruise control.

It doesn't really look like the switch for cruise unless that switch exploded. It looks a little too big to fit in the housing anyways. How big is it? About 3-4"? It's probably a return spring for one of the pedals. Check to see if one of the pedals doesn't return all the way up to the stop.

Test the vacuum pump to see if it still works, check the system for leaks, and the check to see if the pedal switches are adjusted correctly.

Its a pain to track down cc gremlins in a mk3.  I'm anal about my car and my cc works when it wants if that says anything.
I gotta go thru the garage or storage unit to find the bently so I haven't been able to look at that part for ya yet.  But I'll get it this weekend.

You have 2 kill switches behind the brake and clutch pedals that are prone to leaking, a piston accuator behind the gas pedal that is prone to leaking, a vacuum pump in the inner fender behind the battery that is pronne to failure, and then all of the vaccum line that is fragile, and can easily crack, being 15 years old. If all of that checks out, you have a cruise control module behind the light switch, inside of the dash that is prone to failure.

You make it sound so difficult and hopeless. There's nothing to the control module so you really have to do something bad to it to make it stop working altogether. I don't think the rubber lines aren't too bad since just about everything rubber on my car was dryrotted and falling apart except for the CC vac lines.

There's two things I've run across that make these systems not work. Either the switches on the pedals aren't closing all the way (they either back out of their clip or the rubber pad breaks off) creating a vacuum leak, or the bleed off valve in the pump is sticking open (default setting to prevent engine runaway) and creating a vac leak. The system was used on cable driven VWs and Audis in the 80's and 90's (I pulled a vac pump off of a 98 a4 1.8t and have seen them on audi 4ks and 5ks) so parts are easy to find. To test the system pull the vac pump off. Suck on the vacuum line you disconnect from the pump. If you can't pull vacuum check the switches and the throttle diaphragm first then move to the line. The line runs from the pump to the pedals. It T's off at the clutch and brake pedals and connects to the diaphragm on the throttle pedal. There are 3 pins on the vac pump. The middle pin is a common power and the other two ground out to either power the pump or close the bleed off valve. Cap the pump with your finger and turn the pump and valve on to see if it draws vacuum. If the bleed off valve doesn't actuate you can sometimes free it with liberal amounts of PB Blaster, otherwise you have to find a new pump.

After consulting the Oracle (ETKA) the mystery spring is to be known as the "over-center spring" (clutch pedal return spring).

I guess I gave up after I replaced the pump and kill switches in my car.... and just used a wooden stick jambed under the seat frame and gas pedal
